This is a sensible,  pragmatic document with some useful advice for anyone looking at PPP handback.  We could well do with something like this south of the border.  Key points for me are:

  •  the benefits of early planning
  •  the importance of understanding how the handback provisions operate (particularly in early projects)
  •  the onus on the public sector to give serious consideration to its post-expiry options
  •  the recommendation to carry out an initial survey five years out from expiry so that any issues can be resolved in good time
  •  the need for parties to engage with each other on a constructive basis
